Does refreshing the page add to deck views?

I tend to do a LOT of minor tweaking to my decks, especially:

I sometimes have to refresh it a lot for things like updates to the mana curve, ect (the regenerate charts recent feature has helped cut down on this a lot). Will this inflate my view count? I'd rather it didn't so i can actually know how many views my deckcycles are getting me.

Can you only give another user's decka view once, even if you refresh it a bunch? I always assumed that's how it works.

I don't give too much insight into the particulars but in general its designed to make sure rapid refreshes or heavy editing sessions. i would think of it as a visit which could include some clicking around.
