Grenzo, Dungeon Warden banned?

On the main website he's not banned for modern but still marked as illegal card on deck creation. anyone know why?
I mean, he's technically a Conspiracy card, which means he's only legal outside of constructed (such as in the Commander format), but I'm not one of those hair splitting folk...

TMBRLZ I mean if you want to get super technical commander is a constructed format as are legacy and vintage. He is legal in all three. The "non-constructed" formats, also known as limited formats, are sealed and draft along with the variations there on.

I always assumed Limited scoped all non 60 card deck formats. But I suppose that makes sense.

He is a commander card pure and simple. Never printed in a standard legal set and can therefore not be modern legal
