Has the username custom colors option been deleted?

I am upgraded... but i can no longer change the color of my username... why?

I tried to change the color of my username using the html color codes... But it didn't do anything. Still the basic blue color that all non-upgraded users have... Even though I've been upgraded for about 2 yrs now.
