Honestly, I've played live drafts, but not online. How do you put the decks together? Also, do you have to pay to play?

Drafts on here are actually only the drafting part. You'll be able to add it to a decklist and then tweak the cards as needed and add in basic land to fill out your deck. And then you can export it to some other format to play, like in cockatrice or untap.in.
It's free to draft here, the named tools to play are free also. Exporting is part of the deck listing and free also.
If you go to MTGO and draft, it's not free, you need 3 packs and 2 tix for a regular draft, they sell draft packs in the store for like 12-13$ each.
