I remember this discussion from like a year ago or so. This was back when we only had one deck help forum. Now that we have many, I don't think it is too much of an issue anymore. We have multiple different forms of advertisement available, multiple different forums to dilute the threads, sections, categories and using your "favourite formats" in your settings to determine which featured and cycled decks you want to see. That final bit really did make features last longer.
I honestly don't notice an issue with the DH forums. I advertise my decks there very often, but I do it in such a way that makes it look like I'm asking for help. It generates views and discussions, and it may actually help my deck out while generating views for my deck at the same time.
If people wish to solve this issue, you solve it by generating more places to advertise, or better filtering of your current advertisement locations. Like the homepage filtering that was mentioned.

Nothing has to change. Just reminding everyone that that is still a possibility.
I am a little bit put-off by the fact that sometimes deckcycling your deck gets it seen on the front page for sometimes about a whole 5 minutes.
Instead of seeing just Latest, Top, Featured, and Help on the home page, I'd love to have an overarching system of tabs for Standard, Modern, Commander, and Other that would then each divide into Latest, Top, Featured, and Help. I don't even care about seeing standard and modern decks. I'm much more interested in seeing Commander, Legacy, and Vintage decks. It would remove clutter, and your deckcycles would last longer, especially for other formats. The Standard tab would still run through pretty fast, admittedly. It's certainly the most popular format on the site.
EDIT: The reason I'm suggesting this is because I think that if deckcycles felt more valuable, you'd get less people making advertisement posts on the forum.
