Tagging users on private decks

I'm not sure if this is the case but ive had multiple situations where I've tagged people in private decks (after it's been shared with them - so they can see it) but they've said they haven't seen any notification. Are notifications not showing up when you tag people in private decks?

This has happened between me and Epochalyptik, Magicrafter, JexInfinite and VampireArmy

Usually the people who share decks with me are following/friended/whatever the TappedOut term is for that me and I've never had a problem

No idea why it happens, but you could always post a link on their walls.
