I've got a couple of questions as to some T/O stats on my profile page.
My profile page states that my average deck rating is 16.50, but the average score among my decks is about 6.2. How is deck rating measured?
I understand that T/O rank is a measure of your level of involvement in the forums and the website in general, but am interested as to exactly what scoring system is used to rank people.

I was wondering where that quote on your page came from. I suppose I've got a couple months to play Trading Post in Standard. I'll just kill myself now.

Well, for average deck rating, note that it doesn't count unrated decks. So, if you've got one deck with 32 +1s, one with 1 +1, and 17 unrated, the actual average will be lower, but the average of your rated decks is still 16 ish, which is what displays.
As for T/O rank, I don't have the meme on hand, but rest assured that the points don't matter. You get so many points for commenting on threads and decks, and I think points for good card suggestions and answering Q&A questions, but I could be wrong.

As it stands, I have 12 decks on the site. One of them has a score of 59, while the rest score no higher than 3, but all have a score of at least 1 so they all factor into the average. The average comes out to about 6, but does the rating incorporate total views as well?

Deck ratings are factored into the average when they get to 3.
Points come from comments and adding/fixing cards in the database only.
