Trying to figure out what this means. If I'm 127th, does that mean I'm in 127th place out of ~ people?

It fluctuates more frequently the lower you are in rank. I was rank 7 last week, and now am ranked 20. It merely depends on your activity around the site. If someone is more active than you are, they will take your rank and bump you back.

Rank is based on how many points a user has. Points are gained by being active around the site (mostly by posting comments I believe).
There have been a lot of fluctuations in rank recently due to points being reset by some bug, so now with most people starting from 0 again there will be naturally lots of fluctuation as people's activity fluctuates from day to day. Top 100 users don't usually fluctuate so much. Only the lower ranked people with smaller gaps between how many points they had do.

Points are currently fluctuating a lot and we have had a few shifts in the way rank is being displayed and calcuated so you may have noticed some peculiar changes but it ought to now be stable

ChiefBell Did the year's worth of points get re-added? I noticed that Gagent only has around 7k, while I have about 12k. Gagent acquired more points over a longer period of time, so was originally a higher rank, so it makes sense that he's lower because of the year's worth of points.

I dont know because points have changed. I was on over a hundred thousand and now I'm on just a few thousand so I'm not entirely sure what's been done. There could still be a point decay system? I dont know. I mean technically I'm done like 100,000 points haha but my rank is the same so I dont know?

I'm just sitting here and all ... "I wished points stayed reset". Kinda sad how this is currently the top thing to discuss on T/O right now :/

Essentially, yes. The lower the number, the higher the rank you are compared to everyone else on the website.
