Where does the foil price come from?

I recently started initiating a trade and the cards I was looking for are foils. Now, according to this site, the foil price for Quicksilver Amulet is double that of the non-foil Quicksilver Amulet. According to tcgplayer.com, the price is only a couple dollars more. Which is correct?
Also I apologize to the mods if this belonged in the Economics forum; wasn't entirely sure which to choose.

Usually the Tappedout prices are used and correct, but when in doubt, always go price check on TCGplayer. It's usually the most widely accepted correct trade value.

Just so you are aware with Quicksilver Amulet there are two versions. The urza's destiny foil is the $15 that tapped out is showing. The m12 version was a bit over $8

All the more reason to check TCG rather than blindly go by Tappout's prices.

It comes from TCGPlayer, but occasionally the system doesn't update the price correctly.
