Why are packs uneven during Cube draft?

When I draft my cube, the packs always end up being uneven. I have the cards per pack option set to 15, and the commons, uncommon, and rare options blank. When I start a draft with the cube, packs have a varying number of cards in them. Am I doing something wrong? Thanks in advance:

Same issue. Packs begin with 7-11 cards in them.
