When browsing decks I see this 0/0 and i'm not sure what it means... I am new to this site (and to magic in general).

It's the number of votes as opposed to the number of comments on the deck.

Or it could be a living weapon equipment. Things like Batterskull become attached to a 0/0 Germ token when they enter the battlefield.
X/X or */* are variable defined power and toughness. These basically are constantly changing by some other condition that the card states. Like "This creature's power and toughness are equal to the number of forests you control." Tarmogoyf, Crusader of Odric, Ancient Ooze ... these are all just some examples.

Well, how much does it really add to your viewing experience if you know which decks have high amounts of comments/upvotes? It seems a tad unnecessary and could even funnel traffic towards more active decks. Remove it, I say.

I assume you mean on creatures. On creatures, 0/0 power and toughness usually means that creature enters the battlefield with +1/+1 counters on it. Otherwise it immediately dies as a state-based action as soon as priority changes. For example, Simic Initiate has Graft 1, so it enters the battlefield with 1 +1/+1 counter on it.
