Need Blue Control Cards

I am making a control deck and want any counterspells or card drawing spell from Scars of Mirrodin, Mirrodin Besieged, or New Phyrexia. (No proliferate spells)

There's not that much that doesn't poliferate. However I do have Chancellor of the Spires and Psychic Barrier . If you use something like jace or grindclock poliferating would be good cuz you could raise their counters faster.
