Are collector's edition cards tournament legal

I read on Wikipedia's M:tG card sets page that Collector's Editions are not tournament legal. Is that to say that even in sleeves, the cards are illegal, or that you have to mitigate the gold backgrounds on the cards as well as the squared off edges? I ask because while I am a bit of a collector and am eying a P9 set, but if they are not legal in tourney play, personally, there is no point.

For a true collector, it is a good option of getting the cards that are no longer in print from those sets, but since my play group would look on buying P9 in Collector's Edition unfavorably, and I would like to play in DCI tourneys with such cards rather than speculate on their values or just collect them, it is pointless for me, as I collect so that I can play with them in both regular play and tourneys.

They are Collector's Edition, so I don't see why it would be pointless to own them if they are illegal for tournament play. The whole point is to collect them.
