can Echo Mage copy Steady Progress?

I play a UB proliferate deck with infect creatures....I was thinking about adding Echo mage to copy spells but was wondering what spells were legal to copy....the card reads "Copy target instant or sorcery spell, you may choose new targets for the copy" One of the spells i use in this deck is steady progress to keep cards in my hand and put out more counters. Would Echo Mage copy a card like Steady Progress (instant) even though it doesn't "target" any other card?

Echo Mage , Steady Progress for reference.

Echo Mage can be used to copy Steady Progress , even though Steady Progress does not "target" another spell technically.

Echo Mage's wording in regards to selecting targets is for when someone casts a Fireball or Counterspell that DO target spells, but that does not preclude using it on spells that do not specifically target a spell, permanent or player.

Additionally, any effect that can copy instants or sorceries like that, with at least one notable exception of Isochron Scepter will have that line. Cards like Fork .

On that note... can an ability, such as Echo Mage 's copy other copies of spells? or would it just get too hectic if people kept throwing copies of Shock s at each other throughout the course of the game?. basically can you copy a copy? is a copy still even considered a spell?
