Can I run Cold-Eyed Selkie in my mono blue merfolk/legendary/islandwalk EDH deck?
What about multicolored lands, like Azorius Chancery

thats a no for both Cold-Eyed Selkie is 2 colors so it cant go in a mono blue EDH deck and Azorius Chancery has a blue mana symbol so it cant go in either

Lands that produce mana not associated with the color identity of your Commander just produce colorless mana. So Azorius Chancery in a mono blue deck would produce one blue and one colorless.
