can I tap one lux cannon to put a charge counter on another lux cannon?

Same with ratchet bomb and other similar cards
Every time you want to activate an ability that simply states the target solely as the name of the card itself (eg: "Put a charge counter on Lux Cannon"), the cards ability will take that effect on itself, for a card to target another one on play, on this situation another Lux Cannon, the card would need to state something like: "Put a charge counter on target Lux Cannon".
When in doubt always look for the word "target", all cards that allow you to choose who or what will take it's effect have this word present or in errata, no exceptions made.

No, if you could, the text would have to say "put a charge counter on a permanent named Lux Cannon ."

Yes, I believe that's right. If both are in play, no distinction is made between the two so you could theoretically activate the abilitiy for either one.
