Can I use blink creatures that have been pahsed out on my board?

for example, say some one uses a board wipe and i play Guardian of Faith on my creatures. that phases them out and I have to sit through 2 more players turns. Can i still use Emiel the Blessed blink affect on my phased out creatures?

No, you cannot. Your creatures while phased out do not exist and can only be affected by cards that specifically do something with phased creatures. From the Comprehensive Rules (July 30, 2024—Bloomburrow)

702.26b If a permanent phases out, its status changes to “phased out.” Except for rules and effects that specifically mention phased-out permanents, a phased-out permanent is treated as though it does not exist.

Phased-out permanents can't really be interacted with at all. I think Time and Tide is the only card in the game that does. When the reminder text says "treat them as though they don't exist", that's a hard restriction. They can't be targeted, they can't attack or block, their abilities don't do anything, and in this specific case, you can't use Emiel the Blessed to blink them.
