Miracle's answer covers you, but just to explain with specificity, no, Vigor is not standard legal because it does not appear in the last two blocks (Zendikar/Scars), nor in the corresponding core set of Magic 2011. Things like the Garruk deck don't count as being standard even though they were recently printed.

so planeschase, archenemy and duel of the planeswalkers isnt standard even though they came out after zendikar.

It has nothing to do with the fact of whether they came out before or after, they are just casual deck items, not intended in any way for tournament play. The Standard breakdown as of this moment in time consists of the "Core" set for the year, plus the most recent block, and the block before it. This makes the legal cards ones printed (or reprinted from an earlier set) in M11, Worldwake, Zendikar, Rise of the Eldrazi, and Scars of Mirrodin.

If the cards have been reprinted in the current standard sets then yes. Duel decks and Archenemy are more for casual play and very few of the cards are legal in standard.
If you want to use a certain card, just make sure it's printed in either Zendikar, Worldwake, Rise of the Eldrazi, 2011 Core Set, or Scars of Mirrodin. These are the current standard sets.
