In EDH, a commander (or general) can be moved from the battlefield to it's owner's hand or library. However, if it would be reassigned to the graveyard or exile, it is instead placed back in the command zone.

Yes you can. The only rule on removing generals is, and I have not read the official rulings, but I think if it would be placed into the graveyard or exiled, you can choose whether or not it is placed into the "commander zone" or not.

Yes. A general/commander can be condemned. It will follow those rules and go to the bottom of the library.
There are other cards that could also produce this effect, so anything that removes the general from play to the library are legal. The general will follow these rules instead of returning to the command zone as it would normally following any effects that would put it into the graveyard.
Also it is worth noting that when the general is drawn into a players hand from a library it could be cast from the hand for its casting cost without any penalties. The increased casting cost penalties would only become applied to the general when it repeatedly returns to the command zone!

The replacement effect of putting your commander into the command zone only applies if it would enter the graveyard or be exiled, like mafteechr and yoshipwnz said. A commander can be Condemn ed, Unsummon ed, even Hinder ed, and will be put wherever that spell says it goes.
