Can you Cancel,Deprive or any other card that counters a shroud creature?

it says counter "target" creature so i think that you can. but when my friend did it in a casual game. Who is right?

Yep, a creature with shroud can be countered. Shroud doesn't take effect until the card becomes a permanent (it enters the battlefield). This is why Blurred Mongoose was given both abilities. They are not redundant.

Absolutely you can. A counter targets a spell while it's still, well, a spell - it's still on the stack. It hasn't had the chance to resolve into a creature yet, so Shroud doesn't protect it yet.

That's not a technically precise explanation, but it serves the conceptual purpose.

For a more precise reasoning, "Shroud" means "This permanent or player can't be the target of spells or abilities." The key term here is permanent - a spell isn't a permanent until it's on the battlefield, so shroud doesn't technically protect it yet.

Note that Mindbreak Trap will allow you to counter Blurred Mongoose , card:Gaea's Revenge or even Emrakul, the Aeons Torn .
