can you equip two Livewire Lash on one creature

yes you can equip both. the question is, does it deal 4 damage to target creature and?/or? player???

yes you can equip both lashes to one creature there is nothing restricting you from equipping both to one creature.

and yes if the creature is targeted by a spell both lashes will trigger and go on the stack able to deal a total of 4 damage to creatures/players.
