Can you have multiple Relentless Rats in EDH?

in a standard deck you can exceed the 4 card limit with Relentless Rats .
since in EDH there is a 1 card limit of each card, but due to relentless rat's description, can i exceed the 1 card limit in EDH and make an EDH deck with a bunch of rats?

This card's text does not override other format-imposed restrictions on the number of cards. For example, in a Highlander format, you would still only be allowed one Relentless Rat.

As far as I've been able to find, the rules even in Highlander allow you to use more than one based on the card rule.
Honestly, if we said that it cannot override format-imposed restrictions, there would be no reason for the card to have the rule, because the only format that doesn't limit card numbers is draft.

my answer is straight from rulings the cards effect is for constructed formats such as type two where you can have a deck of 60 rats and nothing else if you want WE are not saying anything about the rules i am only telling you what they are i do not make them i follow them EDH and other singleton formats have a separate rules list it is similar to vintage's restricted list

Your logic is horribly flawed, and I have also read rulings that say it is legal. The format rule should never be allowed to trump the card rule without restricting the card itself. This is fundamentally a rules issue, so yes, we are saying things about the rules. The rules for EDH do not state that they rule over card abilities, and the card does not show up on a restricted/banned list, therefore the rule on the card would stand for me. As I've read and talked to others with more rule mongering experience than me, it is a subject of much debate.
Zig, the simple fact is that EDH is built as a casual play type, ask the people you play with if they mind. If they don't mind, go for it. If they do mind, then have a back up.

I just called Wizards of the Coast and the official ruling is "NO". As much as I would like it to be the answer is no, due to the special nature of the EDH format. Hope this help guys.

As from another site to back up Justarsaus. Just because you may think the rules are unfair based on the card-text does not mean that they can be what you want them to be. Just asking around never solves anything, the answer to any real Magic problems can be solved with hard evidence of what WOTC has officially stated.

Still points towards another grand WOTC Fail. I for one really don't care one way or the other. I don't play EDH. I will still stand up and say when I think rules are wrong, be they official or not. Just because WOTC says so doesn't mean it shouldn't be discussed and questioned so that maybe WOTC will one day not fail so hard one cards like this.
None of this is the point though, I'm glad that we finally got a sourced answer yesterday. It answered the question weather I liked the answer or not. It still doesn't make sense, but WOTC rarely ever does, so it doesn't surprise me.

This might be considered necroing, but I feel it is important to point out that as of me writing this (02-07-2016), Relentless Rats IS LEGAL in EDH/Commander and you CAN have anywhere from 0-99 copies in your EDH deck.
First of all, it is explicitly mentioned on the official EDH website under the rules section:"5. With the exception of basic lands, no two cards in the deck may have the same english name. Some cards (e.g. Relentless Rats) may have rules text that overrides this restriction." (http://mtgcommander.net/rules.php)
And if the OFFICAL EDH RULES are not enough to satisfy you, you can muddle your way though the last post on this thread (http://boardgames.stackexchange.com/questions/12151/can-you-play-99-relentless-rats-in-commander) which can be summarized by the following:Unless a specific format says otherwise, Card text will always override rules text, except where cart text violates format legality such as banned or restricted status.(Because Relentless Rats is neither banned nor restricted in EDH/Commander, it's rule-altering text is not in violation of anything and does still apply.)

Yes, because the rule on the card overrides the card limit rules, you can have any number of them.
