can you kick Into the Roil if its on the rebound

with Cast Through Time since it says cast from exile that means i can kick it correct?

well kicker says you may pay an additional 1,U as you cast this spell and seeing that rebound says cast this spell from exile.

so I'm pretty sure that you can kick into the roil when it rebounds.
