Can you play Steady Progress if there is nothing to proliferate?

If there aren't any counters on the field for you to proliferate, can you still play Steady Progress simply for the drawing power?

Or must you proliferate a permanent/player with some kind of counter

The proliferate reminder text says "choose any number of permanents and/or players with counters on them". Technically, that number can be 0, I believe. Why you would waste the card like that is beyond me, but I'm pretty sure you can do it.

same here, i was just wondering about cards with added draw effects, and the first card that came to my mind was Steady Progress

As long as the card isn't countered somehow, everything on the card plays out.
