if my opponent has no hand and I cast Skullscorch do they discard 0 or take 4?

I'm 95% sure they don't take the damage. You can only deal them 4 damage if they choose not to discard 2 cards. Since they can't choose, i'm fairly certain nothing happens.

Here are the two rulings on Skullscorch :

• If you have less than two cards in your hand, you can still choose not to take the damage. Skullscorch will try to make you discard two cards and you'll have to discard as many cards as you have.
• If you choose to take the damage, then prevent that damage, you won't have to discard any cards.

So, they can choose to discard, even if they don't have any cards in their hands. They make their choice first and then the spell resolves to the best of its ability.

Just like mistergreen527 has pointed out, the damage is to discard unless the targetted player takes 5 damage.

It's the unless bit that makes the card weaker than say Painful Quandary .
