Command zone and Proteus Staff question. Where does the commander go?

Ok so, Come Back Wrong kills the creature, then you take control of the creature before the person can put it into the command zone. I am confused on Proteus Staff. When do I/they have the chance to put the Commander back into the command zone when activating Proteus Staff?

So as you said, returning a commander to the command zone from graveyard or exile is a state-based action(rule 903.9a), which means it will be checked after Come Back Wrong finishes resolving and won't find a commander in the graveyard.

However, returning a commander from hand or library to the command zone is a replacement effect (rule 903.9b). The moment Proteus Staff would put the commander into the library, its owner can choose to have it be put into the command zone instead.

This rule difference is done so that commanders can die and trigger death effects before going back to the command zone.
