Could I remove time counters from a card with Vampire Hexmage?

Say I have a Deep-Sea Kraken suspended, could I sac Vampire Hexmage and remove all the time counters from it to play it nine turns early?

or could I not, since its removed from game? are cards removed from game considered permanents?

on the other side of the spectrum, could i proliferate my opponent's suspended Heroes Remembered via Steady Progress or Contagion Engine ?

or is it the same deal, i couldn't proliferate something removed from game?

I believe since they are not in play and removed from the game they cannot be targeted by spells you control, such as Vampire Hexmage or Steady Progress .

unless you have a specific card or spell that can add or remove time counters no, Proliferate targets a permanent that is in play.

A card that is suspended has been removed from the game... it hasnt resolved yet

according to the gatherer card rulings for Glittering Wish "You can't get an exiled card because those cards are still in one of the game zones." which leads me to believe that yes u can remove the time counters from Deep-Sea Kraken with Vampire Hexmage because it is in a game zone on the battle field

"Remove all counters from target permanent."

Proliferate, likewise, only hits permanents (and players).

Permanents are, by definition, cards that are in play. Cards suspended with time counters are not in play.

So, no, you can't use proliferate to add time counters to suspended cards, nor can you use Hexmage to insta-desuspend.
