Do counters count as permanents?

from +1/+1, -1/-1, loyalty counters, pooson counters etc.
No.
110.1. A permanent is a card or token on the battlefield. A permanent remains on the battlefield indefinitely. A card or token becomes a permanent as it enters the battlefield and it stops being a permanent as its moved to another zone by an effect or rule.
121.1. A counter is a marker placed on an object or player that modifies its characteristics and/or interacts with a rule, ability, or effect. Counters are not objects and have no characteristics. Notably, a counter is not a token, and a token is not a counter. Counters with the same name or description are interchangeable.

Counters are exactly that. Counters are used to denote something that is not represented by tokens. Such things are +1/+1 counters or the like, Poison counters, charge counters, etc that can change permanently, but are not actual cards, and thus, not permanents.

thanks for clearing this matter up. there will be no more arguments over what can be sacrificed when eldrazis hit the battlefield :)

no, not sure why or why not all i know is they are not permenents.
the only permenents are artifacts, enchantments, creatures, land, and planeswalkers.
