Do I have to say the name of the card for Memoricide, before counters?

If the "name a card"-part is a part of the spell, doesn't it first resolve AFTER it has left the stack?

i believe you are correct. you should the card as memoricide resolves not before

I agree. As the card starts to resolve, your opponent can't respond. Once they pass priority and you name the card, they can't then choose to counter it

You name the card as part of the resolution. So you don't need to state what it is your looking for until it resolves. Once you do then the resolution has begun. Of course you need to give your opponent time to consider countering the spell.
