Does a card have to have a target if Knowledge Pool is out?

For example, if there are no creatures on the battlefield, can I cast Fleeting Distraction in order to cast something exiled with Knowledge Pool ?

Yes, you would; targeting a creature is part of casting Fleeting Distraction . If you don't have a creature to target, you simply can't cast it to begin with.

And also, can I basically give any card flash by casting an instant from my hand, like Fleeting Distraction , and then cast a creature from exile, like card:Kemba's Skyguard?

From the FAQ on Knowledge Pool , which Noel deCordova listed in the column in which he spoilered the card:

"Timing restrictions based on the card's type are ignored. For example, you can cast an exiled creature card this way. Other restrictions, such as Spinal Embrace's "Cast Spinal Embrace only during combat" are not ignored."

So, yes, actually. That's pretty interesting...lots of potential uses there, I think.
