Does a card that comes into play with counters on it get an additional one if Inexorable Tide is in play?

Specifically, if I play Inexorable Tide, then Orochi Hatchery (which comes into play with charge counters) does the proliferate on Inexorable Tide happen before or after the Hatchery spell resolves?

Inexorable Tide 's ability gets put on the stack when you cast your hatchery, meaning it resolves before the hatchery does. No free counters in this instance.
