Does cascade stop even though I have no cards that cost less?

Lets say i have Maelstrom Nexus in play and I play a Wayfayer's bauble, nothing really costs less than that and since I cannot cascade until I play a card, one of two things can happen.
- My library is removed from the game.
- The cascade effect stops and I shuffle my library.
In a situation like this, what happens?
So instead of getting decked I simply ignore the cascade and shuffle my library (more or less)?

Well, you wouldn't be decked until the next time you had to DRAW a card and cascade removes them from the game without you technically drawing them.
But yes, you shuffle your library and ignore the cascade.

It wouldn't be necessarily impossible, as there are many 0 CMC cards.

If you play a spell with cascade and there are no nonland cards in your library with a converted mana cost that's less that that spell's converted mana cost, you'll remove your entire library from the game. Then you'll randomly rearrange those cards and put them back as your library. Although you're essentially shuffling those cards, you're not technically doing so; abilities that trigger whenever you shuffle your library won't trigger.

So what if someone played time stop after they remove the last card in their library

It can't happen because you need priority to play a spell. Either before the cascade ability has resolved, or only after the cascade effect has finished resolving do players receive priority back to put a spell on the stack.

Any part of an action that's impossible to be performed is ignored, so you ignore the casting a spell bit and go on to the bottom of your library in a random order bit of cascade.
