Does Char-Rumbler heal?

Negative damage and such. Does it increase the toughness of the blocking creature? Or does the damage become 0?

No, negative numbers are treated as 0 for such purposes. It's just that if it's -2, you have to pump it by 3 before its power becomes 1, etc.
