Does Enchanted Evening affect perminents not yet in play?

Such as in the deck. if that's out and i have a tutor for getting an enchantment, can i grab any non-instant/sorcery since "All permanents are enchantments in addition to their other types"

The problem here, which has NOT been pointed out yet, is that cards which are Permanents are Permanent because they STAY on the battlefield. While it's in your hand or library, it's a card, and when it's on the stack, it's a SPELL. It does not BECOME a permanent until it Resolves.

hamburgers is correct on the significant point here.
Note how, for instance, card:Painter's Servant affects everything because it takes the time to delineate it - it breaks it down into the three categories mentioned by hamburgers above: cards that aren't in play, spells on the stack, and permanents on the battlefield. Enchanted Evening only mentions permanents, so it can only be affecting what's on the field.

If I had a Celestial Ancient and an Enchanted Evening and I cast a permanent that wasn't an enchantment, like a creature, until Enchanted Evening made it an enchantment, would I still get to use Celestial Ancient 's ability?

No, Enchanted Evening only affect the permanents that are currently in play. Permanents in you hand, graveyard, and deck are not affected. :D
