Does Flourishing Defenses work with Tomb Hex?

Even though tomb hex doesn't say "counters" would it still create 1/1 elf warrior tokens?

no it wouldn't. Tomb Hex , as with other cards such as Disfigure and Grasp of Darkness , only modify the creature's P/T until end of turn. You would need something like Scar to activate Flourishing Defenses
