Does proliferate choose targets?

Proliferates caption says "You choose any number of permanents and/or players with counters on them, then give each another counter of a kind already there." So it never says target, but it still seems like a targeting ability.

the wording gets around targeting. Similar to how Clone can copy creatures with shroud. You do not have to target the cards for proliferate. You can proliferate counters on creatures with shroud.

Pretty sure anyway

114.9a Just because an object or player is being affected by a spell or ability doesnt make that object or player a target of that spell or ability. Unless that object or player is identified by the word target in the text of that spell or ability, or the rule for that keyword ability, its not a target.

It is not a targeting ability, and thus cannot be prevented with spells or abilities that prevent a player or creature to be targeted.
