Does this Necrotic Ooze combo work?

Recently i saw an article talking about a legacy deck using Necrotic Ooze , Triskelion and pyrhaxeian-devourer. My question is, isnt the necrotic ooze sacrificed when u exile a force of will, or a vengevine?? Thank you.

Sorry guys , i found the answer wich is that the sac ability of Phyrexian Devourer isnt an activated ability. Sorry again

The wording on Phyrexian Devourer is different from what appears on the card at present. The current oracle rules text is as follows for the activated ability:

"Exile the top card of your library: Put X +1/+1 counters on Phyrexian Devourer, where X is the exiled card's converted mana cost. If Phyrexian Devourer's power is 7 or greater, sacrifice it."

Thus, the combo you mention in the question DOES WORK. The reason is that removing the top card of your library is a COST, thus it is paid when the ability is activated but before it resolves. Because all of the abilities in question can be activated at instant speed you just keep removing cards until you find one that adds an appropriate number of counters. When you do reveal such a card you let the one copy of the ability resolve and then use Triskelion to get rid of the counters before continuing to reveal more cards.
