Actually...I think I messed up on some of the technicalities here. I think the answer's still right, but according to the Oracle text on the Raid:
The power of the attacking creature is checked only when the ability triggers. Once it triggers, Raid Bombardment will deal 1 damage to the defending player even if the creature's power changes before the ability resolves.
So to be precise, it only checks when it triggers. That means you just need to have it trigger and go on the stack before the Fireboar's ability resolves. It doesn't actually matter if you make the Boar 7/1 before the Raid resolves and deals damage.
There's also very little actual difference between those two explanations. Just some technical accuracy. =p

i don't think it does.
- You declare attack with Valakut Fireboar
- Valakut Fireboar 's ability happens.
- Raid Bombardment 's ability checks the field to see if a creature you control with 2 or less power is attacking
- Because Valakut Fireboar is now a 7/1 rather than its original 1/7, Raid Bombardment can't do its ability because the conditions it needs to activate, just isn't there anymore

Magnor is correct. This is how it goes:
- Declare attack with Valakut Fireboar
- Valakut Fireboar's AND Raid Bombardment's abilities trigger, which during this time Raid checks to see if that creatures power is 2 or less(and it is).
- you can then order them on the stack in any which way, since they trigger at the same time.
- Then they resolve. Fireboar becoming a 7/1 and Raid dealing 1 damage.

Yes, if the ruling Magnor quotes is correct, you don't even need to order the stack funny. Upon declaring the attack Fireboar has 1 power, and Bombardment puts an ability on the stack which says "deal 1 damage to defending player". The fact that your Boar had 1 power as it delcared the attack means Bombardment will do it's damage regardless. Sorry if I'm just re-posting what everyone else has already said...

Yep, the stack is not the issue here, both triggered abilities are added to the stack at the same time and the Raid Bombardment only cares about the creature's power when it was declared as an attacker. So long as the power is 2 or less when you declared attackers the bombardment will trigger. What happens to the creature's power after that point is not relevant to the trigger.

Raid only checks when its ability triggers, which is when the creature attacks. Its ability and the Fireboar's both go on the stack at the same time, and you get to choose the order they go on it in, so you'd simply choose to have the Raid resolve first. It checks, its conditions are met and it fires 1 damage at your opponent. Then the Boar's ability resolves and you swing with your 7/1.
