Does Warren Instigatorfoil allow you to drop one or two goblins?

I guess the question is actually, does double strike damage count as doing damage twice? I have heard this referenced before, i just can't recall what the outcome was. When a creature deals first strike damage AND regular combat damage, is that considered two seperate instances?

Two. When there's a creature with double strike, there's another combat damage step - it deals first strike damage, which is a chance to drop a goblin - and then there's the regular damage step - chance to drop a second goblin.

It doesn't have to be combat damage either. If you can enchant him with, say, Heavy Arbalest and Crab Umbra you could put out several goblins in one turn, with enough mana.
