Hellhole rats discard question

So if I play Hellhole Rats and my opponent only has like a mana and a little creature can they play the mana in its place? how much damage does it do if any?

by in its place I mean to satisfy the Hellhole Rats discard ability...

If they discard a land to the Rats, then they take no damage - lands have a CMC of zero.
