How does a card like Charmed Pendant work?

Does a card such as Charmed Pendant mean that you can't activate it as a mana ability even though it produces mana?

Yes, you can only activate it when you'd normally be allowed to activate instants or other activated abilities. What this means in practical terms, you can't use this when there's a Split Second card on the stack.
Otherwise you can't tap objects for mana when you don't have priority anyways, which in every situation but Split Second you're also able to cast instants.

An addendum to my answer: You also can't declare you're casting a spell, and THEN use this artifact to attempt to pay for the cost while you're paying for the spell. Charmed Pendant, and abilities like it, have to be used before you declare you're casting a spell (or activating an ability) and then you have to deal with whatever mana it gives you.

abilities, unless explicitly stated, can be played at instant speed. i think old cards just state that you can play it any time you would an instant because...well its old cards.
the only exception is when tap abilities for creatures because of summoning sickness. for example, you summon Royal Assassin . you cannot use his ability to destroy a tapped Goblin Guide the turn he comes out because he has summoning sickness and tapping Royal Assassin is part of the cost of the ability.
