I believe I know the source of your confusion. Here is how Mitotic Manipulation works:

1. First, look at the top 7 cards of your library.
2. Now, you can select 1 to put into the battlefield if it has the same name as a permanent. Recall a permanent is a card or token on the battlefield (rule 110.1). So, if one of those seven cards has the same name as a card already on the battlefield, you can put it on the battlefield.
3. After selecting one (if you have one), you put the remaining 6 cards on the bottom of your library in any order.
