how does Panic spellbomb work?

when you sac this artifact, can you pay a mountain anytime to pull out of the grave yard or just the turn you sac it on?

Panic Spellbomb works by tapping it then sacrificing it, then as it hits the graveyard the opportunity arises to pay red mana for it's second effect. (draw a card)

Which means that on stack order, you get the card first, then give target creature the 'unable to block' ability.

Remember that anything before the colon (:) is the requirement to get the ability. Anything after it is the effect you are wishing to place on the stack.
