How does Rakdos, Lord of Riots Track Damage

I've run into a problem with friends about the comprehension of Rakdos, Lord of Riots where the majority of our playgroup agrees that Rakdos, Lord of Riots can reduce the cost of creature spells after you cast Rakdos, Lord of Riots.

An example would be having a Creeping Bloodsucker trigger drain the table for 1 life in the upkeep, then casting Rakdos, Lord of Riots in the first main phase, attack with Creeping Bloodsucker, and cast a Palladium Myr thanks to the cost reduction from Rakdos, Lord of Riots in the second main phase.

The amount of life your opponents have lost this turn is just a fact about the gamestate. Rakdos' last ability will "know" about any life that was lost this turn, including life that was lost before Rakdos entered the battlefield.
