How Does Scion of the Ur-Dragon and Atarka interact?

If I were to attack with Scion of the Ur-Dragon, my opponent doesn't block, and I use Scion's ability to search for Atarka, World Render, will my copied Atarka copy of Scion have double strike? Me and some friends came across the interaction and I said yes but they said no because Scion is attacking before Atarka's affect comes into play and it's only "whenever a dragon attacks", not "is attacking"
If you want a messed up Scion of the Ur-Dragon sneak attack, looking into combat damage triggers. Scion + Nicol Bolas is particularly nasty.

Also the OG, Dragon Tyrant does exactly what you want. He also comes with his own firebreathing ability so for 7 mana (2 for scion activation and 5 pumps, you get an instant-kill)

No, your friends are right.
"When/whenever __ attacks" abilities only trigger when a creature is declared as an attacker, which happens at the beginning of the declare attackers step before players get to cast spells or activate abilities.
Using Scion the way you describe would occur during the declare blockers step, long after Atarka's ability would trigger.
If you want to make Scion into a double-striking Atarka you would have to activate Scion's ability either during your main phase or the beginning of combat step, and your opponent would get to know about it before blocking.
