How does Spawnsire of Ulamog work in Two-Headed Giant?

With Spawnsire of Ulamog 's 20-mana ability, what would count as a card "outside the game" in a Two-Headed Giant constructed tournament?

In tournament play it is supposed to be your sideboard, but sideboards aren't used in 2HG.

Any ideas?

Nothing would count as a card "outside the game" in a 2HG constructed tournament for the exact reason you stated.

In sanctioned play, "outside the game" refers to your sideboard. However, sideboards are not allowed in tournaments. Thus, there are no cards "outside the game."
