How does Words of Waste work?

Words of Waste pay 1: = effect normally written like this means can use the ability multiple times but was a little unsure of this card because in the effect it states (The next time you would draw a card this turn). Does this mean you can only spend 1 mana on it for the next card I would draw this turn or would it mean the next time I draw a card I can ping it multiple times?
Basically each 1 mana you spend gives you a replacement effect for the next card you would draw. Unfortunately the replacement effects are applied so that when one of them replaces the card you would draw the other ones no longer have anything to replace. Thus your opponents only have to discard one card for every one card you would draw regardless of how much mana you spent on Words of Waste .
But if you had say Howling Mine out and during your upkeep you activated Words of Waste twice, both of the cards you would draw (one from the mine and one for the turn) will be replaced.

You would have to spend 1 for each time you are drawing a card. So, if you Mind Spring for 3, you would have to pay 3 for your opponent to discard 3 cards.
