If a Brave The elements its used to protect a creature from Chandra's Outrage, will target creature's controller still take the 2 damage?

the same as if they had no creatures. since when the spell resolves there are no eligible targets the spell will fizzle out.

615.6. If damage that would be dealt is prevented, it never happens.

Oracle ruling on card:Chandra's Outrage: If the targeted creature is an illegal target by the time Chandra's Outrage resolves, the entire spell is countered. No player is dealt damage.

The creature would be an illegal target.

The spell fizzles, since the only target of it became illegal when you gave it pro red. When it fizzles, it's completely countered. Nothing happens.

nope. in order for it to deal damage to the controller, it needs to resolve, and it cant resolve if the creature targeted has protection from red
