If an activated ability that requires the controller to sac a permanent of any kind is countered with Stifle, does the player still have to sacrifice that permanent?

Let's say my opponent is playing slivers, and has an Acidic Sliver out. Then he decides to pay two mana, and sacs a sliver to deal 2 damage to me. I have a Stifle in my hand. If I counter that sliver's activated ability, is the sliver still sacrificed?

yes they would still sacrifice the sliver because it is part of the activated ability's cost
anything that comes before the colon of an activated ability is its cost and must be paid even if the ability is countered
anything that comes after the colon is the ability's effect and will not happen unless the ability resolves
