Whoever actually owns the aura i.e. cast it, controls it. Same for an equipment when it's on a stolen creature or something.

The caster may control the aura, but abilities given to the creature are controlled by the creature's controller.
Example, controller of enchanted creature can activate Savage Silhouette but not the aura's controller. Abilities given to enchanted creatures will usually say something like enchanted creature "gets" ability.
Crab Umbra is an example of aura controller able to activate ability but not the enchanted creature's controller. The ability is on the enchant and not the creature.
